『动态』 7月1日起SOLAS公约将要求查核载货集装箱重量
从2016年7月1日开始,国际海事组织(IMO)将实施《国际海上人命安全公约》(SOLAS公约)中关于载货集装箱重量查核的相关要求。
中国外运股份有限公司(以下简称“中国外运”)在此提醒所有客户,如果您作为托运人向我们托运出口货物,那么自2016年7月1日起需要您向我们提供载货集装箱的查核总重量(Verified Gross Mass,缩写VGM),否则将承担由此带来的风险。
您可通过以下两种方法得到载货集装箱的查核总重量(VGM):方法一在完成集装箱装箱和铅封后,您可以自行或安排第三方对载货集装箱进行称重。方法二您可以自行或者安排第三方对所有的包装和货物组件进行称重(包括集装箱内的托盘、衬垫和其它包装与系固材料)并将这些重量与集装箱的皮重相加。中国外运同时提醒您,依据SOLAS公约,无查核总重量的载货集装箱将不得装船。
Safety First Verified Gross Mass
Starting 1st July 2016, the International Maritime Organization (IMO) will enforce the Safety of Life at Sea Convention (SOLAS) requirements regarding the verification of the gross mass of packed containers.
Sinotrans wishes to inform our customers that as shipper, you will be responsible to furnish the Verified Gross Mass (VGM) of a packed containeror otherwise run the risk of missing the intended vessel in case of failure to comply with this new rule.
The Verified Gross Mass, also known as the VGM, means the total gross mass of a packed container which can be obtained by one of the two methods described below:
Method #1 – Using calibrated and certified equipment, the shipper or a third party duly appointed by the shipper weighs the packed container at the end of the stuffing operation once the seal is affixed.
Method #2 – The shipper or a third party, by arrangement of the shipper, weighs all packages, cargo items, pallets, dunnage and other packing and securing material and adds the tare mass of the container. The total sum finally obtained is the weight to be provided. This method is subject to certification and approval by the competent authority of the State in which the packing and sealing of the container was completed.
Sinotrans also reminds of this regulation: If the Verified Gross Mass is not provided, the container will not be loaded onto the vessel.
