MSC Announcement -- Hazardous Cargo Misdeclaration Fee -- wef 10th June 2022
尊敬的客户，
Dear customers,
近期，涉及危险品货物运输的事故有所增加，许多事故还伴随着人员伤亡或货物全损。因此，我们有必要重申，发货人应当在订舱时正确申报危险品货物的完整信息，并承担相应的法律责任和义务。再次强调，如有下述情形发生，我司将收取危险品误申报费 USD15000/箱（该费用已于 2019 年起生效）：
Recently, there has been an increase in accidentsinvolving the transport of dangerous goods, many of which are accompanied bycasualties or total cargo loss. Therefore, it is necessary to reiterate thatthe shippers shall correctly declare the complete information of dangerousgoods at the time of booking and bear the corresponding legal responsibilitiesand obligations. This is also served as reminder that “HAZARDOUS CARGOMISDECLARATION FEE” USD15000/unit (which has been taking effective since 2019)will be imposed in the following cases:
- 危险品申报必须在订舱阶段进行并且取得船公司的批准，提单/提单样本与所提交的危险品申报信息之间出现的任何不符，将会产生危险品误申报费。此费用不会以任何方式限制由于误申报而产生的其它罚款或费用，并由发货人承担。
A DGD (Dangerous Good Declaration) must besubmitted and approved prior to booking being confirmed by the Line. Anyinconsistencies between the master bill of lading / shipping instruction andsubmitted DGD will result in a Hazardous Cargo Misdeclaration Fee. Such feewill not limit in any way other fines/costs, etc., associated with themisdeclaration and it will be for the shippers account.
请参阅以下情形（包括但不限于）将被视为“误申报”：错报或漏报危险货物分类和品名编号；错报货物品名；错报闪点（超过正负 5 摄氏度）；错报包装类别（对装载类别有影响的）；包装错误或者使用不符合 IMO 标准的包装；错误堆载或分隔集装箱内货物。
For your perusal, please find below what isconsidered as a “Misdeclaration”: Wrong or missing UN Number; Wrong commoditydescription; Wrong flashpoint (difference of + or – 5 °Celsius); Wrong PackingGroup (PG) that have an impact on the stowage category; Wrong or non-IMOapproved packaging; Wrong stowage/segregation of the cargo in the container.
- 如果以非危险品申报订舱的货柜在离港后发现实属危险品，将会产生危险品误申报费。此费用不会以任何方式限制由于瞒报漏报而产生的其它罚款或费用，并由发货人承担。
In case a container is booked as non-hazardous andupon departure is found to be hazardous cargo. Such fee will not limit in anyway other fines/costs, etc., associated with the non-declaration of thehazardous cargo and it will be for shipper account.
