COSCO: <Aug 25th> Port Regulation updating
Dear all colleagues,
受天津危险品仓库爆炸事件影响，国内某些港口对危险货物的接载出台有相关新的规定或对相关规定进行了强调重申，我部将会以邮件形式予以更新，并将相关要求上载至MOC的共享平台。
鉴于最近国内各港口危险货物接运政策调整频繁，因此，提醒海内外代理，在承接去中国大陆危险货物时，请接运前与目的港代理进行沟通，以确认是否可以承接。请各单位知悉并遵照执行。红色为更新部分。
As influenced by the DG Warehouse blast rocks in Tianjin port, most port authority in China strengthen the DG management & released some new DG regulations. We will update by e-mail & upload these information to MOC share website.
Due to DG Policy of the ports in China changed frequently, please contact with the POD agent to check whether specific DG can be accepted before accepting booking.
Please be noted & follow accordingly. Below in red is the updated part.
天津港/Port Tianjin
根据天津市交通运输委员会《关于停止港口危险货物作业有关事宜的通知》，8月17日起，天津港各集装箱码头停止一切危险货物集装箱进出口作业，具体请参附件。
对于已经在船的危险货物，靠泊天津时，现允许倒箱作业。原则上这些货将改卸青岛，因青岛港4类(除硫磺，UN1350/CLS4.1)、5类危险货物UN2465和UN2468只能直提，不能堆存，故对4类(除硫磺，UN1350/CLS4.1)、5类危险货物将安排原船回运，客户有特殊改港需求的，将予以协助安排并收取可能产生的相关费用，具体请以操作部发布的不可抗力调度令邮件为准。请装卸港口、改卸港口代理就此情况，及时与收、发货人联系，告知目前状况，要求做好改卸港口清关及提货手续。收货人在改卸港口办理清关提货手续时，请改卸港口代理将给予必要配合。
According to the latest notice from Tianjin Competent Authority, Tianjin port still stop accepting DG cargo, including all exported & imported DG cargo, please refer to the attachment for details.
For the DG cargo already on board, when the vessel berth Tianjin port, DG container is allowed to restow now. Generally, these DG container will change the destination to Qingdao. But DG of Class 4(excluding UN1350), Class 5(only UN2465 & UN2468) will maintain onboard to POL due to Qingdao port require handling directly & no storage in warehouse. If the cargo has the special COD request, we will give the assistance & please charge the potential cost to customers. Please refer to the details subject to the “Force Majeure” mail which sent by Operation Department. Please inform the information to shipper/consignee timely.
厦门港（Port Xiamen）
厦门远海码头（Facility code:XMN09）
接厦门远海码头（XMN09）通知，远海危险品堆场将进行整修及设备升级，即日起远海码头暂停危品箱的进出口业务操作，涉及靠泊远海码头的航线有NE7、AWE8、KPNW、SAS、GME、MD2等。目前何时可以恢复尚无法明确，以进一步通知为准。
8月18日根据远海码头的最新要求，对于已经在船的危险货物，要求在8月21日前向其提供如下信息备案，靠港后方可进行卸船/中转操作，否则将会被禁止卸船。

Due to renovation & equipment upgrading of Xiamen Port(Facility code: XMN09 in system), DG cargo don’t allow to be operated in XMN09 from now on. Service line NE7、AWE8、KPNW、SAS、GME、MD2 berth XMN09, which will be affected for DG accepting.
According to the latest notification from Xiamen Yuanhai Port(XMN 09), for the DG cargo which is already on board, please provide below information before August 21th, then it can be handled as usual, otherwise the DG cargo on board will be prohibited to discharge.

厦门海沧新海达集装箱码头（Facility code:XMN42）
接厦门新海达码头最新通知，将于9月1日起暂停一切危险货物作业，包括对危险货物集装箱的倒箱作业。何时恢复将另行通知。
According to the latest notification from Xiamen Xinhaida container Terminal(XMN 42), XMN 42 will stop accepting all DG cargo, including restow operation for DG cargo, effective from September 1st.
青岛港/Port Qingdao
根据青岛港通知，所有4类（除硫磺外，UN1350/CLS4.1）及5类危险货物UN2465和 UN2468，不在危险品库内堆存（包括进口、中转），出口货物均采取车船直装直取。青岛港考虑到有部分此类危险货物已经集港，且进口货有的已经装船，故此项规定改为9月1日起正式实行。
自8月15日起，通过支线船进口至青岛前湾联合集装箱码头（Facility code: TAO06）的危险货物，应在卸船后72小时内（包含节假日）提离码头。支线船靠泊前，支线船公司应出具“按规定时间提离危险货物”的书面确认，码头方安排接卸。若危险货物提离码头的时间超过72小时，码头将不再接卸该支线船公司船舶所带入的进口危险货物。
接青岛港最新操作要求如下：
一、船公司（或委托船代）必须在船舶到港前24小时向港方提供如下信息：
1.通过电子邮件向码头操作部计划组（QQCTU为综合部危险品办公室）发送经海事局批准的《船舶载运危险/污染危害性货物申报单》和进口（中转）危险品集装箱清单（信息应当包括箱号、提单号、船名/航次、危险品等级、国际危规号、箱型、尺寸），并电话确认当班危险品管理员已收到。
2.通过电子邮件向物流公司提供进口（中转）危险品箱的MSDS和《危险货物安全适运申报单》信息，并电话确认物流公司值班人员已收到，邮件标题格式为：船名/航次+提单号。
如船公司（或船代）不能按上述要求提供信息，码头将不接受危险品集装箱的作业。
二、对于在海运过程中出现危险品集装箱的渗漏、泄漏等异常情况，务必在船舶到港前24小时如实向码头报告，并确认码头是否可以作业。

According to the notice from Port Qingdao, all DG of Class 4(excluding sulfur, UN1350/CLS4.1) & Class 5, UN2465 and UN2468 don’t allow storage in DG warehouse(including T/S & importing), require loading & discharge directly. Considering some related DG cargo is already in the port & on board, Port Qingdao change the effective time to September 1st, 2015.
For the DG cargo exported to Qingdao Qianwan United Container Terminal Co., Ltd.(Facility code: TAO06) by feeder vessel, consignee shall pick up the cargo during 72 hours(including holidays). Feeder vessel company should provide the written confirmation before vessel berth, guarantee that the cargo will be picked up timely. If the DG cargo is picked up over 72 hours, then TAO06 terminal will reject all importing DG cargo on this feeder vessel company.
Received latest operation requirements from Port Qingdao as follows:
1、Shipping company or agent should provide below DG information to terminal 24 hours before vessel arrival:
1) Send the <Declaration on Safety and Fitness of Hazardous Goods> & DG manifest(container number, BL number, vessel name & voyage, UN & Class, container type & size) to QQCTU, also need call to QQCTU to check whether received.
2) For the importing & T/S DG container, please send the MSDS & <Declaration Form for Hazardous Goods> to Qingdao International port by e-mail. Subject of the e-mail should be Vessel name/voyage + B/L No. Also need call to terminal to check whether received.
If Shipping company or agent can’t provide above information, terminal will reject handling for DG container.
2、If DG leakage is found during transportation onboard, the situation must be reported to terminal 24 hours before arrival, to check whether can be operated at Terminal.

上海港/Port Shanghai
1、自8月16日起，凡通过洋山盛东码头进出口的任何危险货物，若发现箱体危标缺失或没有危标、箱体有任何残损，码头将不接受该危险货物的进场/转运。对进口危险货物，将直接采取返回原船（不卸船）的措施。
All DG cargo, which need handling at Yangshan terminal, if DG label missing or container damaged, Terminal will not accept these container for storage or T/S. For the Importing DG, will not allow for discharge, effective from August 16th, 2015
2、8月14日，冠东码头发布通知，对于危险货物集装箱危标未贴或张贴不齐全的情况，将不予进港，具体请参附件《冠东码头 - 关于运送危险货物集装箱<告知书>》。
Guandong terminal will reject the DG container if DG label missing, please refer to the attachment for details, effective from August 14th, 2015
3、8月19日，接上海盛东国际集装箱码头有限公司关于《重申东海大桥禁运相关危险品的通知》，东海大桥禁止接运2.1类易燃气体、2.3类有毒气体及5.2类有机过氧化物，具体请参附件。
According to the notice from Shengdong international Terminal, DG cargo of Class 2.1/2.3/5.2 is prohibited to pass through Donghai Bridge.
上海分部区域级长江区域个码头对危险货物的运输要求汇总表，请参附件
根据上海港口规定，做如下要求提醒：
1、请各装港代理知会客户，要求客户在装箱时要严格按照国际危规要求，正确申报及张贴标志，并承担此而造成的一切后果及责任。
2、各船舶要加强对上船危险品箱子的装船现场检查，若一经发现有缺陷的危险品箱子，船长有权拒绝其上船，并做好取证备案。
3、船舶在运输途中也要加强对危险品箱子的日常检查，若发现因恶劣天气等造成集装箱外标志损坏、脱落、缺失等，要及时汇报调度人员及DG Desk，以便后续应急补充安排。同时，船舶要做好取证备案，以便后续向相关责任人索赔。
4、各口岸现场可以预先采购、准备一些危险品标志，以便出现标志缺失时，可以及时补贴，当出现这类情况时，注意现场取证及报告，以便后续向责任方索赔相关费用，索赔的费用将补偿口岸先期购买及补贴标志的成本支出。
According to the regulations which released by Shanghai ports, we require as follows.
1. Please inform the shipper to vanning properly, declare & sign the DG label correctly, in strict according with the requirement of <IMDG CODE>.
2. Local terminal site & vessel should strengthen checking for DG container. If found missing of DG label, Captain has the right to refuse loading this container. Please take the enough evidence in order to claim to shipper.
3. Vessel should strengthen the daily inspection for DG container. If found missing/damage of DG label because of bad weather, please report to lines operation member & DG desk timely. Also please take the enough evidence in order to claim to related party.
4. Local port can prepare some DG label in advance, so that DG label will be supplied timely when DG label missing occurs. Also please take the enough evidence in order to claim to related party.
南通港/Port Nantong
根据南通港最新通知，因南通码头现处于严查期，故暂时停止接运任何危险货物，何时恢复接运以进一步通知为准。
According to the latest notice from Nantong Port, Nantong port stop accepting DG cargo, including all exported & imported DG cargo. Please be subject to the further notice when the port resume normal.
锦州港/Port Jinzhou
8月17日，接锦州港通知，为了保证码头堆场及船舶作业安全，对进出口货物及过境箱申报作如下规定：
1、网上预约时实名填报货名；
2、集港和卸船空罐箱提前提供清洗证明；
3、集港和卸船重罐箱需提前提供非危证明；
4、过境危险品提前报备货名、船上位置；
5、政府相关部门将不定期对在港重箱进行抽查，请予以配合。
According to the notice by Jinzhou port, Jinzhou port required as follows in order to ensure safe handling:
1、 Online booking by real name;
2、Empty Tank for storage or discharging, need provide cleaning certificate;
3、Full Tank for storage or discharging, need provide non-dg test certificate;
4、Declare the cargo name & position on ship to terminal in advance for the T/S DG cargo;
5、Random checking for DG containers will be done by port authority
扬州港/Port Yangzhou (Facility code: YZH01)
根据扬州港最新通知，鉴于“天津港8.12爆炸事件”的经验教训，扬州港对危险货物操作提出如下新要求，自2015年8月19日生效。
1、扬州港操作许可证上允许操作的危险货物种类为：2.2/3/5.1/8/9（一共5类），除此之外的危险货物不予接受；
2、请各代理在网上进行危险货物申报时，须提供完整的危险货物信息。如发现有“谎报”、“漏报”等情况的，经查实后，将拒绝装卸作业，由此所产生的后果由各代理自行承担。
3、除8类蓄电池之外的危险货物，必须在报关船期当天进场。扬州港将会按照各船代提供的船期表控制危险货物的进场时间。对于提前进场的危险货物箱，将会拒绝进场作业。
According to the notice by Yangzhou port, Yangzhou port required as follows in order to ensure safe handling, effective from August 19th, 2015.
1、As per the operation qualification of Yangzhou Port, Yangzhou Port can only accept handling DG of Class 2.2/3/5.1/8/9, DG in other Class is prohibited.
2、Complete DG information should be provided when doing cargo declaration. If found false declaration or concealed declaration, the container will be rejected for loading/discharging. Shipper shall bear all related costs.
3、All the DG container(excluding DG battery of Class 8) should be sent to the port warehouse at the day of vessel ETA. If the DG container is sent in advance, port will reject handling.
营口港/Port Yingkou
1、营口集装箱码头有限公司（Facility code: YIK01）
由于码头危险货物堆场的安全防护措施需要改造升级，自2015年8月22日起，码头暂时停止进出口各类危险货物的装卸作业及堆存服务。后续何时恢复，码头将另行通知。
1、Yingkou container Terminal Co., Ltd. (Facility code: YIK01)
Due to safety equipment upgrading of YIK01, terminal YIK01 will stop accepting all DG cargo for handling & storage in warehouse. Effective from August 22th,2015.
Please be subject to the further notice when the port resume normal.
2、营口新世纪集装箱码头有限公司（Facility code: YIK04）
由于码头危险货物堆存场地的安全防护措施需要改造升级，自2015年8月14日起，码头暂时停止进出口各类危险货物（除海通8类蓄电池外）的装卸船及码头堆场作业，后续何时恢复，待码头改造完毕后将另行通知。
2、Yingkou New Century Terminal Co., Ltd. (Facility code: YIK04)
Due to safety equipment upgrading of YIK04, terminal YIK04 will stop accepting all DG cargo, including all exporting & importing DG cargo(excluding Haitong’s DG battery of Class 8). Effective from August 14th,2015.
Please be subject to the further notice when the port resume normal.
烟台港/Port Yantai
接烟台码头关于近期危险货物接运的最新通知如下：
1、烟台港集装箱码头（内贸码头，Facility code: YNT01）由于码头资质到期，现停止所有危险货物的进出口业务；
2、烟台国际集装箱码头（外贸码头，Facility code: YNT02），不接运危险货物硝酸钾及二氧化硫脲，对于其他危险货物，需提供MSDS及之前接运记录，不接受从未出运过的新增危险货物进出口。
According to the notice by Yantai port, Yantai port required as follows in order to ensure safe handling:
1、Yantai Container Terminal(Facility code: YNT01) don’t accept all DG cargo from now on;
2、Yantai International Container Terminal(Facility code: YNT02) don’t accept DG cargo Potassium nitrate & Thiourea dioxide. For other DG cargo, need provide MSDS & transport history. If the DG has no transport history to YNT02, it will be rejected for handling.
太仓港/Port Taicang（Facility code: TAG01）
接太仓港最新通知，由于太仓港危险货物堆场没有通过环保验收，目前暂时无法提供危险货物堆存服务，对于进出口太仓的危险货物，要求采取船边只装直提或直接船过驳的方式。如有变更，将会另行通知。
According to the latest notification from Port Taicang（Facility code: TAG01）, Taicang DG warehouse can’t provide the DG storage service due to without qualification. All the DG cargo should be loaded/delivered directly
大丰港/Port Dafeng（Facility code: DFE01）
接盐城大丰港（Facility code: DFE01）通知，即日起暂停危险货物接运。
According to the latest notification from Yancheng Dafeng container Terminal(DFE 01), DFE 01 stop accepting all DG cargos from now on.
连云港/Port Lianyungang
接连云港码头最新通知，其发布了最新的“危险集装箱操作分类表”和“禁止操作危险货物清单”。
但现根据连云港码头口头通知，由于码头危险货物操作资质更新原因，连云港从9月1日至10月31日，暂停接运所有危险货物集装箱。如已在船的，请将危险货物的相关信息发送至连云港中货，以便其向码头确认是否能在连云港卸货。
According to the latest notification from Port Lianyungang, they released the latest DG handling list & prohibited DG list. But due to the port qualification updating, Port Lianyungang will stop accepting all DG cargos from September 1st to October 31th. For the DG already on board to Port Lianyungang, DG information need to be sent to terminal, to check whether the DG can be operated at Lianyungang.
汕头港/Port Lianyungang
汕头国际集装箱码头（Facility code: SWA05），自8月26日起暂停接运危险货物集装箱，具体请参附件。
汕头港务集装箱码头（Facility code: SWA01），即日起暂停接运危险货物集装箱（可接受过境，但不提供倒箱服务）

接中山国际货柜码头通知（Facility code: ZSN01），自2015年8月29日起，暂停所有危险货物的进出口作业，具体请参附件。
According to the latest notification from Zhongshan International container Terminal(ZSN01), ZSN01 stop accepting all DG cargos, effective from August 29th.
黄埔港/Port Huangpu
广州集装箱码头有限公司（Facility code: HUA09）
接广州集装箱码头有限公司（Facility code: HUA09）通知，自2015年8月21日起，除8类、9类危险货物外，其余危险货物不能进场堆存，均要求直装直提。
According to the latest notification from Huangpu Terminal(HUA09), HUA09 stop accepting all DG cargos (excluding DG of Class 8 & Class 9)for storage, and required for direct loading & delivering, effective from August 21th.
